Francesca Albanese Says Palestinian Detainee Testimonies Describe Sexual Abuse by Dogs
DUBLIN, Ireland — 8 November 2026 — Francesca Albanese, the UN Special Rapporteur on the occupied Palestinian territories, told Ireland’s Oireachtas Committee on European Affairs that testimonies from Palestinian detainees described sexual violence involving dogs in Israeli detention.
Albanese referred to accounts of people who, she said, had been tortured and raped. “You know it when you read the testimonies of people who have been tortured, have been raped, raped by dogs trained in European countries,” she told the committee.
She added: “European people are profiting from selling dogs that will rape people. This is abysmal.” The Irish Times reported the remarks following her appearance on 3 November.
Albanese’s statements are allegations based on testimonies she cited. The claims about dogs being trained in Europe and sold for use against Palestinian detainees have not been independently established by the reporting cited here. Israel’s Foreign Ministry rejected Albanese’s allegations, calling them “vile lies and grotesque accusations,” according to The Times of Israel.
During the committee appearance, Albanese also urged Ireland to use its role in the European Union to press for a stronger response to Israel’s actions in the occupied Palestinian territories.
